James H. “Jim” Bailey, previously a partner in two international law firms, has maintained his own law consultancy since 1996 and has spent his professional life alternating work between the government and private sectors. Bailey’s government work included service as Special Assistant to the President of the United States (Clinton), reporting directly to the President’s Chief of Staff; Legal Adviser to the Chairman of the U.S. Federal Energy Regulatory Commission (Carter Administration); State Conservation Attorney and General Counsel, Oklahoma Corporation Commission; Chief of Staff, Wisconsin Public Service Commission; Research & Development Vice President, U.S. Enrichment Corporation (enriching uranium); and Wisconsin Assistant Attorney General.

His private sector work, in addition to his law consultancy, has included being Deputy General Counsel for ARKLA, Inc., then one of the nation’s largest integrated natural gas companies; Vice President and Deputy General Counsel for Selective Insurance Group, Inc., a super-regional property & casualty insurance company; and National Director of Regulated Industries for Arthur Andersen Economic Consulting.

Bailey’s subject matter experience has been focused in oil & gas exploration and production; natural gas production, transmission and distribution; electric power generation, transmission & distribution, including the nuclear fuel cycle; telephonic and other communications, including satellite and fiber-optic transmission; and property & casualty insurance. He counsels non-profit and for-profit clients on corporate governance and strategic business matters, including merger & acquisition transactions. Also, he advises clients on strategic planning and execution for interactions with various communities with which clients must deal, notably including local, state and federal governments. Bailey, a member of the American Arbitration Association’s Large, Complex Case Panel of Neutrals, was Founding Chairman of the AAA’s National Energy Panel.

Bailey has retained a strong interest in Algerian-American relations since 1990 when he organized and hosted a six-day tour of New York, Washington and Houston by a delegation lead by H.E. Sadek BOUSSENA, then Minister of Mines & Industries. Bailey has maintained strong personal relations with many Algerian and Algerian-American citizens ever since, serving as a Founding Board Member of both the U.S.-Algerian Business Council and the Algerian-American Foundation for Culture, Education, Science & Technology.
